Details

When the downloads button is moved into the menu, it currently just opens the library. Bug 988969 provides a UI for what a downloads subview should look like in this case. This is the corresponding implementation bug.

We should probably wait until the new downloads panel styling created in bug 1009021 gets implemented though.
