Please create a generic email box, accessible by the MDN localization leads that can be 

1) set up in bugzilla as a user
2) receive bugs in bugzilla from the automated operator onboarding portal
3) will notify the MDN localization leads that a new operator launch request has been made and the "Marketplace Content Review Guidelines" need to be localized in a new language

it sounds like you want a distribution list.
you'll have to file a request in servicenow for that.

once the list has been set up, you can use its address to create the account in bugzilla via https://bugzilla.mozilla.org/createaccount.cgi

what did you settle on for email address / account identified in bugzilla?

Resolving the needs info - Caitlin will open bugs for enabling a new language on MDN and create a separate content review guidelines translation bug that is dependent on the new language enabled bug.

We don't have a localization leads list - there is a lot of flux as far as localizers. We could email the public writers list (dev-mdc), or the Mozilla-wide L10n list...
