Details

If an event is "Initiated" nothing prevents submitting it to P/R for approval.  After approval it sits in the queue until someone notices.

This is why to the June Beer & Tell didn't get properly scheduled in advance.

The system should check that an event is "Scheduled" before allowing it to be submitted to PR for approval.
