Details
As seen while working on bug 1008880, something is wrong with puppet in regards of proxy when it tries to install a package. After some searching I found: http://projects.puppetlabs.com/issues/15453 So when I add the following two lines I can install packages: http_proxy_host = proxy.dmz.scl3.mozilla.com http_proxy_port = 3128

Sorry, already late here and while testing I executed a different command. That's why I thought it was working, while it is not.
