application does not start by alarm api

Steps to reproduce:

I want to make Alarm application.
I use Alarm api for launch application when the alarm time come.

This is sample code.

Actual results:

I use Alarm api and the listeners are called when application on foreground.
But, if the application in background, the listeners are called but the application don't comeback to foreground.


Expected results:

If the listener called, the application must comeback to foreground.
Or alarm api set web activity listener.

I can't find same issue, and sorry for my poor english.
