Admins and Managers must be able to add, edit and delete Vouches from the Admin Panel (/admin).

Note that Manager access must be given manually on deploy.

Minimum verification steps:
 1. Go to /admin
 2. In 'Users' section you should see 'Languages', 'User profiles', 'Username blacklists' and 'Vouches'
 3. Click 'Vouches'
 4. Verify that Vouches are listed and can be
 5. edited (date vouched field should not be editable), 
 6. deleted and 
 7. new ones can be created
