User Story

This is a mentored Pulse bug.  For general information on Pulse, see https://wiki.mozilla.org/Auto-tools/Projects/Pulse, which includes a section on Contributing.
Since the default in mozillapulse is to use ssl on port 5671, we should have a similar setup in the dev box.
More importantly, the tests should verify that the consumers can work with both PulseConfiguration.ssl set to True and to False.
