+++ This bug was initially created as a clone of Bug #1033561 +++

The idea here is to make it possible to build the mozilla::pkix library, sans pkixnss.cpp (currently pkixkey.cpp), without even needing NSS. This would be useful for integrating mozilla::pkix into Apache and nginx and other things.
No longer depends on: 1033561, 1036105
This is now the case, after bug 970542 landed.
