This is fixed, just needs a bug update.

Dc6 was serving dns via IPv6 and giving authoritative answers based on host file (C:\Windows\System32\drivers\etc\hosts) entries on the dcs in scl3 that included dcs that were removed from scl1. After correcting those entries most DNS issues were solved. 

 As a note even though we are not using it turning off ipv6 support on the system causes nagios to fail for some reason.
