When I go to any non-English locale, I don't see any options to edit that group.

Steps:
* Go to https://support.mozilla.org/en-US/kb/locales/de
* Expected result: I should see "edit locale reviewers", "edit locale leaders" or "edit locale editors" links like I do for en-us. 

I don't see any of those links though. I tried for the DE group, ES and TA. Kadir confirmed that I have Admin status.
You need to be a leader for the locale, or have the 'wiki.change_locale' permission assigned to you.

I can give you that permission. But it makes me wonder if you are in all the right groups you need to be.
