about:blank frames come up with a default message

A frame with no content (i.e., <frame src=about:blank>) comes up with the
message "This frame intentionally left blank."  At first this might sound like a
harmless thing to do.  But consider a very thing vertical frame -- the message
looks like a bunch of gibberish.

To demonstrate this, bring up the cookie viewer and you'll see what I'm
referring to (edit/wallet/display-cookies)

I think it was a joke... and the responsible parties have accepted their
distinct sense of humor. :-)
