Steps to reproduce:

1. Set a PIN for your SIM card.
2. Restart the phone via power menu or adb.


Actual results:

After unlocking the screen, the SIM PIN dialog is not shown


Expected results:

The SIM PIN dialog should be shown after unlocking the screen.

I cannot reproduce this on buri with the pvt build Id 20140728160201 (master branch).

The SIM PIN dialog is prompted properly.
Firefox OS is not being worked on
