STR:
* have no mic and/or webcam active/installed/plugged-in to your box
* start nightly with a new profile

actual: you get non-usable button to make calls
expected: you get no button

IMHO the case of the possibility that a mic/webcam *might* be added/upgraded to later on does not justify an adding-at-all approach.
this should be handled dynamically.

Does this depend on bug 1046245?
As written, I'm not quite sure this makes sense. If I haven't got my webcam/mic connected that day for some reason, then it'd stop me easily seeing if people are entering my rooms or not.

The only case I can see that this might be viable is on first-time use only, but then we're into the area of which users should see it, and if users hear about Hello but don't see the button, then they'll get confused. If we did, then I could see complexity in getting it in the right places at the right time.

I suspect this is probably a wontfix, but passing to product/UX for their opinions.

I suggest Wontfix. Now that we have chat, you don't actually need a camera/mic to make a call.
