[Homescreen] cannot click "Done" in edit mode, scrolling reveals half of homescreen is cut off

Details

When trying to move apps around the homescreen, I'm able to accomplish this.  However, "Done" button doesn't seem to work to complete edit mode.  Also, when scrolling down the homescreen in edit mode half the icons are cutoff and the screen is black below that line.

STR
1. Press and hold an app on homescreen
2. Wait until edit mode begins
3. Try pressing "Done", nothing happens
4. Scroll down home screen, half way down app rendering is cutoff and no apps appear below 

Note:
Locking and unlocking the screen seems to kick off Edit mode.
