foo.jar files have gone out of fashion. They're still somewhat in language packs, but those commonly come from source repos these days.

In Firefox itself, the locale files are in omni.ja, so that doesn't help us much.

We could try to fix all that, but compare-packs hasn't been missed in the past year, so let's remove it.

Filing this bug mostly to track the decision.
