Steps to reproduce:

I tried to set a ringtone from my SD card instead of default tone. 


Actual results:

There wasn't any option for customization meanwhile v2.0 has the option. 


Expected results:

There should be customization option for ringtone so that user can pick their suitable music/tone from SD card.

This was fixed in bug 960329, and further enhancements will happen in bug 1027995. It's not 100% clear to me what this bug is requesting. If you're asking for bug 960329 to be backported to v1.3, that's not going to happen. It's way too late for that bug to be backported to v1.4, let alone v1.3.

In any case, v1.4 (or maybe v1.3) should have the ability to set a ringtone from a song by sharing the song in the music app and then picking "Set Ringtone" as the target.

it's clear now. v1.3 doesn't have the feature to add a ringtone from SD card but v1.4 does. Thank for clarifying.
