User Story
As a developer I'd like to be able to have multiple files open at the same time so that I can edit multiple files at the same time or cut and paste readily between files without having to re-open the files each time.

We need to be able to have multiple files open at the same time, so for example having tabs for the files to navigate between the files. I am adding this to our planning stack.

We don't plan to alter the WebIDE interface at this stage, since it's planned for removal (bug 1314811).
