For dev edition we want to change the default preferences in various ways that make web developers feel more at home.

Tweaking search behavior concerns me to the extent that it can degrade the testing value we get out of the now-aurora builds for localizations.

The dependent bug is more specific - we are going to add default search keywords instead of leaving them blank. Do you think that addition specifically will degrade testing value?

I'm not exactly sure how do you plan to make this happen, considering that almost every locale ships with a different set of searchplugins compared to en-US.

Pref tweaks are done in bug 1072181.
Search tweaks are not being done for the 10th.

The impact of modifications of search on the testing value of aurora-repo-based builds for l10n depends on the individual mods. I asked Gavin in bug 1054488 comment 6 about existing concerns for the UX of that particular change.
