On some pages, not all, characters from iso-8859-1 that are not in us-ascii
(that is, special national characters) are displayed
as the question mark sign, ?

This can be seen on both http://he.klaki.net/dagbok/ og
http://www.simaskra.is/

This was not a problem in mozilla 0.9.4

Steps to Reproduce:
1. Open the URLs in this bugreport

This happens when the font you use don't contain the desired glyph.
At the "dagbok" page there is no particular font set, so it would use your
preferred fonts. If you for instance set sans-serif and serif fonts in prefs to
to helvetica: Do you still see the question marks?
Yes, my serif and sans-serif are both set to helvetica, that is
adobe-helvetica-iso8859-1.
The correct characters are displayed on other Icelandic webpages
that just use the browsers default fonts such as
http://bre.klaki.net/dagbok

Oh, my LANG is set to is_IS, unsetting LANG doesn't change anything.
WFM, current linux build-make sure you set your character coding to iso-8859-1,
it doesn't work if set to Unicode.
Marking wfm in the Dec 13th build.
