Expected go to build is 10/6/2014

The patcher configs should be merged with the ESR24 patcher configs (at least the new configs should include the latest version of ESR24).
The patcher work is happening in bug 1018694, where we're also adding a whatsnew page for users on ESR24 and older. Will require some snippet post-processing.
Shipped earlier this week.
