Description:
When the phone is uncompressing the OTA the phone is unresponsive if the phone is on standby

Repro Steps:
1) Flash to a previous dates build
2) Turn on and connect to a Wifi network
3) In Settings > Device Information and press Check Now
4) Pull down notifications center 
5) Select the Update avalible text
6) Download the Update
7) While downloading let the phone go into standby
8) Attempt to unlock phone while uncompressing

Actual:
Phone is unresponsive while on standby when uncompressing the OTA

Expected:
The phone uncompresses correctly and the phone is repsonsive.
