Windows 98 only (2001-10-20-11-0.9.4)

1. Launch the above build (Modern)
2. Select Edit > Preferences > Appearance > Themes > Classic
Notice that the "Apply Classic" is gray out. Unable to change from Modern
to Classic theme.
Also seen on windows 98 (branch build: 2001-10-22-18-0.9.4)

hmmm is this bug still valid?
Since the button "apply classic" is no longer exist in the theme preferences
dialog anymore, the new button would be "uninstall classic". So, this bug should
marked
as 'invalid' and close it.
