Details
We'd love to get an a11y review of Tiles and the various components that have been updated on the new tab page. Lets use this bug to coordinate that work.

To get started with, high contrast mode (browser.display.use_document_colors = false) == sadface new tab page. :-(

First pass of keyboard-only usage looks okay. Is the customize 'gear' menu last in the tab navigation order on purpose? (Why?) After activating the customize menu I'm not sure how to active the different options via keyboard (e.g. arrowing doesn't seem to cause any visual focus indication).

Actually this makes sense. So we are left with the menu problem and (later) figuring out keyboard based drag and drop (luckily grids are somewhat easy).

We can begin to get these dependents fixed up soon if we can quantify them all.
