Description

When the phone is trying to connect to the carrier, the animation of the signal icon in the status bar is not being shown properly. You can see it working if pull down the notifications tray, though.

Steps to Reproduce
1. Restart the phone with 1 SIM
2. Notice that the searching signal icon doesn't work continously
3. Pull down the utility tray and you'll see the animation working

Expected Results

The animation works continously

Actual Results

The animation only refreshes when the statusbar is being repainted

I have tested for this issue in the 20140904000203 build on my Flame device with 512 MB memory.  However, I am unsure what you are seeing here.  If you could provide a video or a screenshot describing this bug, that would be very helpful.  Thanks!

Can't repro either on master now. I did experience this with a KK build (yesterday), and I haven't updated gecko (so the fix is in gaia), but cool, I'll reopen if I find a way to repro.
