Per discussion just above https://www.w3.org/2014/09/08-css-irc#T08-41-14 , we should break ligatures at all bidi isolation boundaries.  This should end up in css3-text; we should check that the spec actually matches the discussion before implementing.


Note that despite this, we should still ligaturize the second and third examples in http://lists.w3.org/Archives/Public/www-archive/2014Sep/att-0001/lig.html (but not the first, since it has a level change).
