to balrog.ini for aus4.mozilla.org. Thanks!

Also, if balrog.ini can be world readable that lets us self-service the lookup of the config.

this config update has been pushed to prod as requested.

the permissions on this config file were covered by the application security review. this was discussed in bug 965905, which i have copied you on.
