See bug 1044330 comment 14. We should be using 255 steps instead of 100 steps.

Here is the quick Gaia patch to this bug.

Playing on a Flame I realized while we can set the number in the smallest steps in Gaia, the actual hardware backlight (maybe the voltage of the actual light) still rounds to visible steps. For example, when I try to turn the brightness up from 0.1 to 1, while there are 229 steps in the loop, I can see (and count) the # of times the brightness actually changes to be around 20.

This is a POVB issue and therefore can't be fixed on Gaia side.
