May need to add more Linux signing servers to do this. There's no reason we need to sign these on the Mac signing servers now that we choose servers per-format.
We already disabled gpg/mar signing on v2 mac signing machines in passwords.py in bug 1062302, so this patch disables it on all of the instances + adjusts passwords.py for v1 mac.
