Details

Find and load the manifest files, ensuring we have all the information we need in them.
We need one per output format (which mostly maps to OS, I believe).
We'll also need a base manifest for all the common stuff.
Which means that we can have an empty manifest for an OS.
Also add warnings for missing files referenced in the manifest.

Calling this three points, because it's not too hard, technically, but there are a couple of wrinkles.
