Bug 1055305 gave us flame kitkat builds, lets turn off the older jellybean (JB) ones once we've transitioned any users off them.

yes, i made the proposal to drivers team to disable them end of the month, Sept 30.  There was no concerns.  i will send a note out to b2g-internal to confirm.
