But since two weeks the time is missing, if I response to an email

Do you mean you get "At wrote Glutton Vidal" instead or just "Glutton.Vidal wrote:" - if the latter, check your settings in Edit > Preferences > Mail & News > Composition, at the end of the first group.

I see, the underlying preferences changed a while back and hit the releases first time with 2.29; can you type about:config in the location bar (where usually the "http://" addresses for websites appear) and confirm the warning (no warranty anyway), then enter reply_header into the search bar?

You should see a couple of preferences, one being mailnews.reply_header_ondateauthorwrote which in the en-US version says "On #2 #3, #1 wrote:" and where #1 is the author, #2 the date, and #3 the time. In your version of that string, is #3 missing?

My previous comment being very spare, thanks for reporting this, it should be fixed in the upcoming SeaMonkey 2.30 beta(s) and release.
Is it allowed to use an old thread to report about a bug in SM35 or SM38b1?
It is exactly the same problem as shown in the attachments at the top of the thread. Therefore I didn't want to create new screen shots if avoidable.
