The results of our previous skip-test experiment were inconclusive. I'd like to see if we can actually move the needle by skipping more tests on platforms where we are chronically starved for capacity.

I'd like to start skipping opt unittests on mntlion and all our Windows test platforms.

As a starting point:

mntlion: 3
win8:    3
win7:    2
xp:      2

Really good, actually. 

We had a couple of outages this week, and usually that sends us into a tailspin as we try to catch up on mtnlion and win8, but there were rarely over 200 pending jobs on either platform. I haven't heard anything bad from sheriffs either.
