1078706 - Cannot open Firefox preferences when WebIDE is only window open

1. Open Firefox Nightly.
2. Open WebIDE.
3. Close the browser window in the background.
4. From the WebIDE's window options select Nightly > Preferences.

Actual result:
When the WebIDE is the only window opened and is focussed:
* I cannot click Nightly > Preferences.
* The Firefox Preferences keybinding (⌘,) does not work. (But notice the Nightly window option becomes highlighted in blue: https://www.dropbox.com/s/xj385pbwn2hiojo/Screenshot%202014-10-06%2013.40.16.png?dl=0)

If a Firefox window is opened in the background but the WebIDE is focussed:
* I _can_ click Nightly > Preferences.
* The Firefox Preferences keybinding (⌘,) _does_ work.

Expected result:
When the WebIDE is the only window opened and is focussed, Firefox Preferences should load from the window options and they keybinding.

WebIDE is slated for removal (bug 1314811), so there are no plans to add to the current set of features.
