Steps to reproduce:

i click on settings. Navigate to developer settings. I am unable to see remote debugging checkbox.


Actual results:

I am unable to see remote debugging checkbox.
remote debugging option is not coming in setting menu. 
I am using gaia2.0


Expected results:

remote debugging checkbox should come.
This is is not a checkbox anymore, but a multiple choice "Disable/ADB Only/ADB and DevTools", right at the top of the Developer panel.

Then How can push new app with out remote debugging enable. How can debug the apps.
