Is this specific to the Windows Tech Preview? Seems like some kind of general XUL layout problem to me...

I don't know if it's specific to the Tech Preview. I haven't really tested on other platforms. What's strange though is that it has exactly the same CSS applied than the "Open app" dropdown.
