1080006 - [Settings] Incorrect error message is prompted when entering mismatching PIN numbers

Description:
The Pins don't match error message states "You have 2 tries left to enter the correct code before locking the SIM card". 

Repro Steps:
1)  Updated Flame to Build ID: 20141008000201
2)  Open "Settings". 
3)  Tap on SIM manager>Sim Security>Change PIN
4)  Enter the correct PIN in text field 1.
5)  For the new PIN, put in two PIN codes that do not match. 
6)  Observe the error message.

Actual:
The user is prompted that the Pins don't match but underneath that it states that "You have 2 tries left to enter the correct code before locking the SIM card". 

Expected:
The user is prompted to the correct error message to avoid end user confusion.

This issue also occurs on the Flame 2.2(319mb)(KK)(Full Flash)

The user is prompted the incorrect error message after entering in mismatching PINs.

Not nominating this as a blocker. The message is confusing, but the SIM card will not be locked after 3 attempts like the error suggests
