Steps to reproduce: 1. Switch to zh-TW locale 2. Go to Settings -> Date & Time (日期與時間) and see the Time drop-down list. Actual: "AM 12:28" Expected: "上午 12:28" The position of AM/PM is localized, but the string itself is not. Device: Flame Build: 20141013000205 Gaia: f5d4ff60 Platform Version: 34.0a2
