Bug 1084267 covers the lack of `title`s for improved accessiblity. This bug is to add captions to the nav icons. I do realise a talk bubble and a people icon are almost universal icons for "communication" and "people." But upon first seeing the nav, it took me more than a few seconds to mentally parse the iconography and figure out what it all meant. For improved usability (and probably internationalisation too), I'm suggesting to add a label to each; the text could be always visible or appear only on hover (with custom CSS, not the native `title` rendering).
