Keyboard navigation accessibility does not work with Loop's menus

1. Click the Loop talk icon.
2. Click the person icon in the top nav (make sure you are first signed in).
3. Hover over a contact (press the "Add a Contact" first if you have none).
4. Carefully click the white down-arrow icon in the green button that appears.
5. Once the white menu appears, try pressing the arrow keys or pressing any letter.
6. Notice nothing happens.

(Note: this is also reproducible with the settings menu exposed by clicking on the gear icon when the user is signed in.)

Expected result:
Arrow keys should navigate between menu items. And accesskeys should also work. I should be jumped to a menu item by typing its first few letters.

Actual result:
Nothing on the keyboard seems to allow me to toggle between the menu items.

Thoughts on how to open the Hello panel can be found in Bug 1106932.

Once it is opened, I believe focus should move to the panel. Then the user can keyboard down, first through the Conversations/Contacts tab headers, then through the conversations. Hitting enter opens one and moves focus to the conversation window. If they keep keyboarding down they can hit the "Start a Conversation" button which opens a new room and moves focus there. All this plus a tab order through the elements should make the panel keyboard accessible.
