It looks like once Bug 734326 lands, we can always use the inverted bookmarks chevron icon instead of swapping back to the default one on hover/open.

So, 'toolbar[brighttext] toolbarbutton.chevron' instead of 'toolbar[brighttext] toolbarbutton.chevron:not(:hover):not([open="true"]'

It's not using the inverted icon on hover/open right now because the toolbar button background styling makes it unreadable.  See also: https://bugzilla.mozilla.org/show_bug.cgi?id=1075415#c10
