1085623 - reorg Socorro docs

Socorro docs are a mess right now, I want to take a page from DXR's RTD and reorg them:

1. Installing Dependencies
2. Production Install
3. Configuring Socorro
4. System Test
5. Troubleshooting
6. Development

"Installing from source" and all other docs will go under a new section, "Development".

Following 1-5 should will end up with a functional Socorro system. "Installing from source" inside the Development probably wants to link out to #1 ("make sure you have all of Socorro's dependencies installed per ..."), I think we should just have a separate "system test" section for running-from-checkout since the invocation of submitter_app is totally different.
