Put special folders on top followed by alphabetical list of rest of folders.

Presumably it would be for any type of mail server with special folders.  So,
yes.  Just like 4.5.

consider this a trade for getting the copy/move menus working right!  Actually,
I was having a hard time scrolling to my Inbox all of the time, so I made this
work.  I'll check it in when the tree opens. Reassigning to me.

I checked this in.  Special folders now are at the top and the rest are
alphabetized.
Am I right in assuming that special fodlers will still
line up at the top when the names get translated into
different languages?
I hope so. Here's the question:  Do numbers sort correctly in other languages
(i.e. 0,1,2,3...9) if so, we should be fine.
Numbers (in ascii) are sorted in the same order regardless of the language.
Non special folders should be sorted by application locale like subect field in
thread pane.
