[Window Mgmt] If user pans slightly from an app into another app and locks screen the 2nd app will appear when device is unlocked.

Description:
If the user opens up a window (gallery for example, 1st app) and using card view pans slightly to the next window (such as camera, 2nd app) and then locks the device the camera window (1st app) will be the app that is loaded instead of gallery.

Repro Steps:
1) Update a Flame device to BuildID: 20141029001202
2) Launch an app. (App 1)
3) Open another App. (App 2)
4) Pan and hold from App 1 about 10-20% into App 2.
5) Lock screen by pressing Power button.
6) Unlock device.
7) Observe that App 2 is now opened.

Actual:
App 2 appears after device is unlocked.

Expected:
App 1 will appear instead of App 2 since the user never committed to fully panning into App 2.

This issue DOES occur on the Flame 2.2 KK (319mb) and the Flame 2.0 KK (319mb).

Result: If the user opens up a window (gallery for example, 1st app) and using card view pans slightly to the next window (such as camera, 2nd app) and then locks the device the camera window (1st app) will be the app that is loaded instead of gallery.
