User Story

As a cost-conscious user, I want non-local search suggestions within Rocketbar to be disabled when I'm in data savings mode so that they don't use my mobile data.

Acceptance Criteria:
1. When Data Savings Mode is enabled (with search suggestions disabled), search suggestions (text and images) within the search app are disabled and not displayed as the user types.
