Repro Steps:
1) Update a Flame device to BuildID: 20141105001204
2) Launch FTU
3) Tap "Next" until you reach 
4) Tap "More about your privacy"
5) Tap "EverythingMe"
6) Tap "BLOG"
7) Try to scroll up/down
  
Actual:
The screen is NOT scrollable
  
Expected: 
The screen IS scrollable

This issue is reproducible on Flame 2.2(319mb)(KitKat)(Shallow Flash)

[Blocking Requested - why for this release]:

Nominating this to block 2.1. This page can be easily accessed from the FTE and could cause the user to have a poor first impression. Also this is a regression.

I cannot reproduce this in the latest Flame build going through Settings - both the privacy page and the blog scroll okay for me
