By Bug 1066280 fix, WebGL/SkiaGL's acquire fence delivery is stopped. Need to re-enable it. The acquire fence delivery is implemented in CompositableClient::UseTexture(). It is inconsistent to CompositableClient's implementation. It seems the reason why it is accidentally removed. It seems better to move it to Forwarder.
