We never used the under construction page. It's currently dead code that has gettext calls on it. We should remove the template, css, js, view, urls, tests, etc.
Made this a P1 so we can reduce the strings translators have to translate.
I went through the messages.pot file for other things that shouldn't be there and I'm pretty sure I got most/all of them.
