Description:
User is NOT able to access some information on the "Firefox Marketplace Terms of Use" screen due to scrolling issues

Repro Steps:
1) Update a Flame device to BuildID: 20141114001204
2) Launch "Settings"
3) Tap "Device information"
4) Tap "Your Privacy"
5) Tap "Firefox OS"
6) Scroll down to near the bottom of the screen and tap on the "Legal" link
7) Tap on "Firefox Marketplace"
8) Scroll down so you can access all data on the page
9) Observe how some text is cut off

Actual:
Two rocket bars and User is NOT able to access all data due to what appears to be scrolling issues
  
Expected: 
One rocket bar and User is able to scroll down all the way

This issue does NOT repro on Flame 2.2 (319mb)(Kitkat Base)(Shallow Flash) and Flame 2.0 (319mb)(Kitkat Base)(Shallow Flash)

Result: 
There are NO scrolling issues
