I'm not sure, but I think this is a telecom issue, as opposed to a network issue.

The new number is 650-961-2017.  The soonest appointment is on Tues, Dec 23, 8-12am for the AT&T technician to activate the line.  They asked if the elevator company will be installing the jack which will connect the wiring from the phone panel to the elevator.  If not, then AT&T will charge us $135.
@ Anne, can you cancel the order for service & appointment? the land lord has indicated they will keep this as their responsibility.

Called AT&T and I have cancelled the appointment to activate the elevator line in Mountain View.
