Details

When doing database maintenance or failover, the DB could be in a read only mode or not available at all. We should have a well-defined policy and failure modes for handling this.

Partial list of things to do:

1) Prevent new review pushes to the repositories
2) Banner on web interface
The Message of the Day (rb-motd) extension might be usable here:

This add-on is currently used on http://demo.reviewboard.org/dashboard/, so you can see what it looks like.

We have too many P1s, so I'm spreading out the priorities.  P3 -> P4, P2 -> P3, and some portion of P1s will become P2.
